Need to create instance for expired instance and link relationship

Hi,

I want to create new instance for expired CSM and then i want to create relationship between newly created CSM and old config and link to contract as well.

I am expiring instance but when i am calling API for creation and for relationship then it is returning as 'S' status however, instance is not expired and new instance is not created in IB.

Can anyone please help
