JDE 9.1.5 Deployment Server Login Issue - TNS:no listener

Hi Team,

I am installing JDE 9.1 with tools 9.1.5 in Windows 2012 R2 server which is supported too as per certification.

Now I am getting TNS Listener issue while login to JDEPLAN.

tnsping is also giving the same error. 

As I can see, the certified local database is 12.1.2.0 but the 9.1 base release has 11g by default, and all installations went successful.

I have installed 12c client. Tried installing 11g client too but that is also not working. The listener and database services are running fine on services.msc.

Is there any way I can install 12c local database for JDE 910, I guess that will resolve the issue. Need more suggestion as we are migrating our 9.1.5.0 setup from 2008 to 2012 R2.
