Does an EMBP System Patch update the embeded WLS?

Hello,

I would like to understand whether an EMBP System Patch (e.g. 'Patch 27612395: EMBP Patch Set Update 13.2.0.0.180417') also patches the Oracle WebLogic Server (WLS) component that is packaged and installed with EM 13.2 OMS?

I have searched (perhaps in the wrong places!) for an answer to this but have only found conflicting information so I'd be very grateful if someone here is able to provide some clarity.

Primary reason for asking is because our Patch Advisor is showing that the EM13.2 WLS component requires patching, yet when I attempt to apply the patch Patch skips applying the patch with the following Warning:
