Unable to display W2c on self-service.

I have two issues for displaying W2c on  self-service.  I have two employees to process. Both employees have W2c generated, but I am unable to view W-2c PDF file from self-service.

1. Employee 1: W2c is created, but when I run Create W-2c PDF Forms with : FORM_ID = 'XMLP', Final Print checked, Process Current Batch checked, tax920US report says 'No Employee Record Selected',  I traced tax920us.sqr and PS_W2C_DATA must be blank.  PS_YE_W2C_DATA contains my employee 1 and W2C_STATUS = 'C', Closed.  What did I miss?  ps_W2C_DATA must be dynamically populated from the page peoplecode or something?
