How the PS_EOAWCRTA_VAL record gets populated

Hi All,

We have copied expense approval process definition to new effective date and it didn't populate the EOAWCRTA_VAL record.

It has the rows of all the steps and path for expense process definition for previous effective dated, however, it is not populating any row for new effective date.

We recently updated the system from 9.2 Image 7 to image 24.

Can someone please help.
