What is the purpose of the chartfields on the Manufacture/License/Custodian page?

I have seen some comments related to this, but I would like to ask the question in hopes of getting a clear answer.  What is the purpose of the fields in the section shown below?  What functionality do the drive?

I have seen posts that would suggest they do not drive any functionality unless you are using IT Asset Management or Maintenance Management. Is that correct?  What functionality do the drive in those areas?

If you are not using those areas or the asset you are looking at is not using those areas, then are these fields not used for anything?
