Cannot Secure OMS Agent

I am currently attempting to install Oracle Enterprise Manager 12c Cloud on a Solaris 10 system (yes we need to upgrade, but that's not my department, so that isn't an option right now). I have gotten to 94% on the OMS installation; it fails at attempting to secure the main OMS agent. The logs suggest doing it manually; however, securing the agent fails. Here is a snippet of the log:
