Named user license

Hi,

Do we need to license the default users ( like sys, system etc) or monitoring users while considering the named user license

As  per the docs, it's saying all users who are using the Oracle databases

"When licensing the Oracle Database by Named User Plus, all users who are using the Oracle Database, as well as all non-human operated devices that are accessing the Oracle Database must be licensed"

Can anyone please clarify
