2 Node RAC Cluster 1 DB Created 1 DB Restored DB Link error on created but not restored DB, Why?

2 node RAC cluster running version 11.2.0.4

1 database was created and 1 database was restored from a different server.

Both are running the same Oracle home/binaries.

The 1 that was restored, I can create a public shared database link and test it without issue.  I do not remember the exact patch level or version other than it was 11.2.

The 1 that was created, I can create a public shared database link but when I test it I get an error.

Shared Database Link Failing With ORA-00022 and ORA-02063 which points to a bug and Doc ID 1951983.1

Why would this work for the one and not the other?  I assume it has to do with the sys catalog, but am very curious if anyone has an idea as to why.
