Top Task Customer is Invalid

Hi

I have a Grant Project that is failing to profile with the error

'PA_PROJECT_PUB.UPDATE_PROJECT API ERRORS: The customer entered for the top task is invalid. Please enter a valid customer'.  

We checked the Customer and everything looks correct. It's Active at Header level and the site is Active as well. Nothing is sticking out as incorrect.  The project all looks correct too.

Does anyone have any ideas please?
