Create Sales Order from 830 Planning Schedule without activating SY40R

Hi, we are trying to create a sales order using the 830 planning schedule data. We have enough setup completed and data in the F47171 and F47172 files to generate a demand record.

Question is - can we generate a sales record without turning on the SY40R system code?
