Siebel SMS functionality

Does Siebel provide any capability to process incoming SMS messages much like the email response process, where we can make decisions based on the incoming email content?

We are currently sending out SMS to customers based on the SMS preference flag on the Contact record. Business is asking if we can implement a STOP SMS functionality such that if a customer sends a STOP message we should set the contact SMS preference to N.
