FRM-41051 ERROR: YOU CANNOT CREATE RECORDS HERE

Dear Member,

I have created an Operating Unit and did Financial options and Payables Options setups all. When I launch the AP invoice workbench I did not see the New Operating Unit. I went back to query the for the OU at the Financial Options where I encountered an error shown below. The error occurs when I use the arrow down key to view the other Operating Units.
