Global Policy not in effect

we have a few users that have 0 set for change password frequency in P98OWSEC.  We also have global password policy set to 90 change frequency.  If we force a user to change their password today, the change password frequency in P98OWSEC does not use the global policy.  It does not update their security record to 90 days.  We need these users to adhere to the global policies we have:

Change Frequency: 90 days

Minimum Password Length: 8

Minimum Number Of Characters: 1

Minimum Number Of Numerics: 1

Allowed attempts: 4

How do force these users to use the global policies?
