Pick from Secondary location

Four part question:

1. We are hard committing @ pick R42520 based on commitment method 1 - location with most quantity.  The pick is sent to the warehouse, but the location displayed on the pick is not the location actually picked.  The warehouse must call customer service to cancel the line and rekey correct location, pick is reprinted, product is loaded and shipped.

Is there a way to always pick from a secondary location, i.e., not necessarily pick and commit based on location with the most quantity, pick from the location that is the most convenient and commit that way?  We're not soft committing (inherited configuration).  Would it be best to just not hard commit at pick and confirm the location that ultimately was picked?
