Cannot create item in the EC when configure the api of the new item type's is numeric

We test the following situations：
1, Configure the API of the new item type is Numeric type. Such as "4001",Create item in EC and it throws exception is "Invalid/Missing class Identifier: 4001".
2, Configure the API of the new item type start with char. Such as "X4001",Create item in EC and Created successfully.

EC : 3.4.0;

Agile PLM : 9.3.4
