How to disable ship_to_locations in PO (12.2.4)?

Hello there,

Due to some historical reason, we have to disable some PO ship_to_locations.  Here is the situation:

-  we are on 12.2.4

-  In PO/setup/Organizations/Financial options/, we have 4 ship to locations, 2 from our current org_id and 2 from an org_id which no longer needed.

-  In existing POs, some ship_to_location_id is still from the expired org_id

-  When new POs are created by PO interface, some of them still use the ship_to_location_id from the expired org_id

I thought we need to 1) disable the expired ship_to_locations;  2) update all the ship_to_location_id in existing POs to current one.
