Hold Percentage of Payable Invoice Amount automatically

I wanted to check if there is any functionality in ORACLE EBS R12.1.3 wherein we can place part of the AP INVOICE AMOUNT on HOLD automatically.

For e.g.: I have AP INVOICE Amount of INR 118. As part of the validation, I want 20% of the AP INVOICE AMOUNT (i.e. INR 23.6) on ANY HOLDS automatically.

Kindly advise.
