JDE 9.2 Standalone Database Install Error

I am trying to install JDE 9.2 standalone on a Windows 10 computer.  I have installed Java, and the WebLogic server.  However, when I try to install the 12c database from InstallManager.exe, it returns the following error: "The command failed with error 1.  Below is the command is that failed.  Any suggestions on how to troubleshoot this issue would be greatly appreciated.
