EBS BI Publisher Crosstab Report: Text column sorting different at Desktop and Server

Server treats numeric and alphabetical text sorting respectively.  Sorting the alphabetical before the numeric regardless the ASCII value of the numeric is lower than alphabetical.

EBS version: 12.2.4.  BI Publisher Desktop version: 12.2.1.2.0

Anybody have the similar issue?  This can be a bug but trying to see whether the community has any answer on this.
