R12.2.7 upgrade : IBY licensing

Hello,

We upgraded from 11i to R12.2.7.    AFter upgrade we got the following error

Ora-04062 : signature of package APPS.IBY_DISBURSEMENT_COMP_PUB  has been changed

As per doc  1966007.1  , we need to license IBY product.    My question is  , is this  licensing free or part is part of Parables licensing which we were using in 11i
