Cannot Start Siebel Servers after Patching from 17.6->18.5

Hi All

We are attempting to apply Siebel 18.5 on top of a previously working 17.6 Environment.  The env. is on Windows 2012 with SQL 2016.  Two Siebel Servers, one with the GW co-located, along with an AI Server. 

After the application of the patch, (which did not generate any errors during installation), the Siebel Server could not startup  and generated the error:

GtwySvcFrmwrkLog    Error    1    000000025b1e0a54:0    2018-06-11 20:18:52    ServiceDiscovery Exception : No Service Registered

GenericLog    GenericError    1    000000025b1e0a54:0    2018-06-11 20:18:52    Error: Failed to get the Gateway connect string.

GenericLog    GenericError    1    000000025b1e0a54:0    2018-06-11 20:18:52    Error: Failed to discover Gateway.  Please check if Gateway cluster is up and running.
