EBS R12.2.7 : creating custom dba users

Hello ,

We recently upgrade  our instance from 11i to R12.2.7.     In 11i , we had created user accounts to access  apps and custom objects.   However after upgrade,  They are not able to access standard objects  . for a query they have to  prefix "apps.table_name" or view name.

Can you please let me know, how to resolve this issue in R12.27
