show all the owners in Service Request Activity List Applet Activity Owner field pick applet

Hi,

I want to show  all the owners in Service Request Activity List Applet owner field pick applet, While custom calculated field Company <> "General Insurance" else it shows only the "General Insurance" company related owners only show.  I have already done below action for this requirement.

1. Use constrain Pick up for Company,  if I use this my else part is working fine but all the owners are not show on the pick applet.

Please give your ideas for achieve this requirement.
