Create a data source for open a Local XE Siebel Tool (16)

Hi, 

I have recently installed the 12C Client 32 bit and siebel(16) Tool with Local Xe Data base  but while  I try to open the Siebel Tool as Local XE not opened. I have found the  the root cause of the issue.

By Default Local XE Data source not Created so I have created and try to given Test Connect.  I got Failure message.  I want to know the how to create a Data Source for Siebel Tool and how to successfully open the Local Siebel Tool.
