Zero net pay advices

Hi,

I found a ticket from 2013 on this subject (pasted below), but I want to ensure I am reading it correctly.

We are on E1 9.0, we have around 12k employees we are paying weekly on E1

When someone has gross pay, but zero net pay, the system is not producing an advice for them.  Is there anyway to get an advice to produce on people when they have gross pay, but zero net pay?

They also don't appear on the payment register (R07328),(which is a net pay report)   they are on the Payroll register (R073012)
