Separate Excel tabs are not created for report.

We are on EBS 12.1.3., and have created a BI Publisher Template using Oracle BI Publisher Desktop version 10.1.3.4.2. There are 3 sections to the report, all sections are separated by page breaks. When I run the report in EBS, all 3 sections appear in one worksheet.

However, when I do a preview using Oracle BI Publisher Desktop version 12.212.00.0, all 3 sections are placed into a separate worksheet, which is what I want.

Can someone please tell me why when it's ran and published in Oracle E-Business Suite, the data is not in separate worksheets and how this can be fixed?
