unable to launch the dedicated web client with specified workspace

Hi,

I have created a new workspace in 18.5 Tools and now want to launch dedicated client to test these changes. I have made changes to the fins.cfg as below. But when I try to launch the Siebel application it gives me error as below. Note, I am able to see my changes in Web Tools.

RequestServerName        = CHANGE_ME

RepositoryType = RUNTIME

[Workspace]

Name = dev_tstusr_bee1

Version = Latest

Error from siebel.log
