Siebel IP2017 - WorkflowMonitor fails on evaluation of rule definitions

Dear Siebel experts,

we are on critical with our upgrade project to newest version IP2017 with update  18.4.   Currently we are facing very critical issue with WF monitor agents. Seems like some rules are cannot be loaded properly

Any help would be more than welcome!
