exclude debit memos from PPR?

in Payables and Cash Management - EBS (MOSC) Question

Is there a way to exclude debit memos from a PPR through a standard configuration?  Or a way to have all Debit memos go On Hold so they will not get in a PPR unless it is manually released?
Looking for a solution where we do not have to customize.

On R 12.1.3.
