Carrier sending SIP options, we are not responding

Hi,

I cant seem to figure out what is going on here. The carrier is sending SIP options. If I capture the packets hitting the SIP interface I see the OPTIONS yet I dont see us reasponding so the carrier thinks we are down. We are also sending sip options to the carrier and they are not responding, so we think they are down.

What can I look at to see what is going on?
