Configured ST/OT Transfer not creating Parts List from R31410

We're trying to implement configurated transfer orders where the configured item is manufactured from components at one plant then shipped to another when it's completed.  I've set the appropriate versions of P4210/P3210 and when submitting the order, it creates the ST as well as related OT and WO.   When I generate to status 40 using a unique version of R31410, I get routing and status advances but no parts list derived from assembly inclusion rules (P3293).  I haven't really changed anything in the configurator and normal orders are processing fine.  OARs are set up for ST/OT and line type W.
