How to create Tax Accounts for US

in E-Business Tax (MOSC) Question

Hi, I am trying to add Tax Accounts for my US implementation with Vertex Tax Rate file (we got the rate file only, but still uses EBTax). It will be difficult to add Tax accounts at all the levels as there are too many jurisdictions.

Can someone point to me how this can be achieved? Using SLA or custom logic?\
