How to activate a Contact Role Type for use in Subscription Party Type in EBS Contracts 12.1.3

I've been asked to add the seeded "Technical Contact" role to the Contracts module so that if "Subscriber" is selected as the Party Role - you can enter a "Technical Contact" email address.

I've read through the implementation guide and user guide and found the OKC_CONTACT_ROLE and see the Technical Contact is there and enabled.  I also checked the "Role Sources" and see Technical Contact is listed as both Resource and Party Contacts and the Party Contact is Constrained in the Contact Sources tab.  It appears these settings are all seeded.

When I go to a contract in the contracts module and select a contract, then go to the Parties area and click on Subscriber, when I try to add a contact, I don't see "Technical Contact" in the LOV.  I do see the other contact sources.
