Getting 089T Rate Lookup Error

Hi - During ship confirm, I am getting the error 089T for the required carrier number and system is picking a different carrier number.

089T The value for Lookup 1 was not found in the rate table

Where should I check this? Is it in F4977? I am seeing that even correct carrier that the system has chosen is not available in this table

Any idea on this?
