unable to create a PO from quotation using copy document - function not available to this responsibi

Hello,

when I trying to create  a Standard PO from Tools>> Copy Document function, it says - Function not available for this responsibility. Please change the responsibility or contact System Administrator.

The same thing is working in Dev instance with the same responsibility and Menu but in AT instance I am facing this isseu.

Please help
