How to switch the bulk user's security from Write to Read in Hyperion planning 11.1.2.4

Highly appreciated your response at the earliest .

Current Scenario : The user security has been defined based on the security Groups assigned to them(the users have been tagged to the different groups at different Entity members) ivia HSS in Hyperion Planning version :11.1.2.4 , The existing security functionality to lock down scenarios does not provide the flexibility to be able to discriminate between users that should retain their Write access and those that should not.

Proposed Scenario :

Looking to develop a mechanism to be able to turn about 95% of user’s access from Write to Read in mass to be able to control who gets to make changes during the Annual planning “pencils down” periods.
