How to set up Oregon Statewide Transit Tax for employees who live in Oregon, but work in another sta

We have an employee who lives in Oregon, but works in Arizona.  The Oregon Statewide Transit Tax is being calculated automatically under the work state (Arizona) at the correct Oregon rate.  We need to override this and have it calculate the tax under the residence state (Oregon).  The tax amount is correct, but it is showing up for Arizona not Oregon.  We have tried overriding this in the Tax Override screen and are able to get it not to calculate for Arizona.  When Arizona is stopped, then our override for Tax Area 38 is ignored.  No matter what we enter
