Siebel server not coming up after installing patchset 18.5 on IP2017

Hi Team,

i was trying to install patchset IP18.5 on currently running Ip2017 , siebel server was starting and after some time it is going down with out any error. log shows the below.

i was tried changing the siebns.dat, reconfigured the siebel service ,applied license keys from siebsrvr/bin/licencekeymodule. but still facing the same issue.

can any one help me here to resolve the issue.
