Competencies be part of Objective setting

Good Day,

Client wants to see competencies linked to employee during the set objectives phase/process as well.  Is this do-able via a link on the Set Objectives page.  In summary PMP is published, Performance Management Task list display for all relevant employees, manager cascade or set objectives for a selected employee, and during/within this page the manager also need to ensure the correct competencies are assigned to employee and to be able to add.  As the client do not want to see the competencies for the first time during appraisal process.  Therefore Objectives and Competencies per employee need to be agreed upon
