Promised Ship Date from Sales Order Not Populating Shipment for just one customer

I am on EnterpriseOne 9.1.5

What could cause a shipment for a sales order to be created with a routing status of 9 and no Promised Ship Date?  We have sales orders generated through EDI and for one customer the shipment will get created but it will create with a routing status of 9 even through the correct override carrier is showing.  If I then just route the shipment and select the carrier that is already on the order, the routing status moves from 9 to 0 and the Promised Ship Date appears.  But, I've really not done anything.  It was already showing the correct
