MRP Creating Planned Pegging Orders for Process item with no Demand

We are seeing issues with MRP where our process item is creating demand on lower level components.  We cannot find a reason for the system to believe that additional co-product items would be required so we don't know what is creating the demand for the process item.  I am wondering if there is a setup issue with the planning parameters on the additional system tab of the Co-Product or the process item or an issue with the processing options on MRP.  I have checked the Co-Product Planning table and that looks correct.  I have also looked through all of the
