Creating Data in F47036 for ASN

I'm on JDE E1 version 9.2. we are not running transportation or warehousing.

I'm trying to get transfer order data to populate the F47036 & f47037 tables. I have my ASN Hierarchy set to O I

When I run the R47032 I get a successful completion in my workcenter but nothing prints on the report (not even no records selected) and the both F47036 & F47037 are blank

I don't understand where the problem is
