Make to Order Flow Query

I want to ship from organization A but the manufacturing should happen from the organization B. is it possible to establish this flow using oracle order management/BOM/WIP...

i.e., the order will be entered with fulfilling warehouse as A in order management, but make to order scenario should trigger the WIP job in org B if no stock available in Org A
