OFCCP Section503 and VEVRAA

Hello,

I am in the process of setting up the Disability and Veteran Status Disclosure forms in E1 9.1.

I read E108/05: OFCCP Section 503 and VEVRAA (Doc ID 1966811.1), but I still have some questions:

So  if I understand this correctly, I can set this up two different ways:

Use the F060116 through Employee Self Service, but using this program does not trigger workflow and would directly update the live tables.

Or I could setup a process flow script and include steps 230 and 240, but when I set this up it takes me through the applicable screens and I get the Finish button along with an electronic signature id, but it is not updating to the work files, am I missing something?  Here is my screen shot of my process flow:
