Help Required on Usage based billing to customer wiht carry forward

I have the below mentioned scenario..

  1. We supply machines to the customer.
  2. Customer agrees to pay us based on the usage of machines.
  3. The customer has agreed to pay a fixed amount to us for usage of 100 copy and also has provision of the billing based on the actual usage for above the 100 copy.
    1. if the actual usage is less than he fixed usage (say Fixed is 100 but actual is 75) then the billing be for 100. and 25 is carried forward to next months free copy
    2. If the actual usage is more that the fixed usage (say fixed is 100 but actual if 220) then the calculation will be based in price breakafter accountgin for any prior carry forwards that might be applicable.
