Master Work Order Management for Shopfloor

In JDE 9.2, our company is trying to figure out a way to either attach or have multiple packaging on one WO.  Currently, we could have the same product but different package types and we have to create multiple WO's causing extra paperwork, testing, and time.  I am wanting to know if there is a way to create one WO with the same item and multiple packages on the item or have master and child WO's.

We have found that in the WO header you can type in a parent WO and lot but you still need to have the different WO #'s.  So, even though you can type in the parent WO and lot in the WO header, you still have 3 separate WO's instead of one.  If this is a way of doing it, how does the system read what's in the WO header?
