Flat Amount Deduction to NOT to take on specific earnings

Client has a requirement to not to take few deductions on one of the Earnings. This is a standard Earnings element. Is there a way to setup the deduction to not to come out when employee has only this one earning on which client doesn't want deduction to come out?
