Micros 5a workstation boots to windows login prompt after factory reset

After performing a factory reset on a Micros 5a workstation (as outlined in this guide https://docs.oracle.com/cd/E64358_01/docs/ws5a-setup.pdf )

The system starts as expected displaying Windows 95 banner and then finally ends up at a Windows Embedded Login Prompt (for both Username and Password).

I expected this should of returned the system to a desktop when CAL could be performed??
