Unable to Automatically apply multiple Freight Charges to sales order

In Order Management I have setup a Freight and Special charge List Modifier and added 4 Charge Lines, 2 at Order Level & 2 at Line Level.

The Order Level records are assigned 'Administration Fees' & 'Insurance' Charge Type respectively.

The Line Level records are assigned 'Handling Costs' & 'Freight Costs' Charge Type values respectively.

When raising a sales order, only one charge per Order & Line level is applied.

I understand that ONLY ONE charge for each Charge Type and Sub-Type combination is used by OM.

But what is the Charge Type & Sub-Type relationship in this instance?

Have I not used different Charge Types in the Modifier per 'Administration Fees', 'Insurance' ,'Handling Costs' & 'Freight Costs'?
